1/2x28 unef tap and die set

Tried KBC Tools?

They have a branch in the Lower Mainland.

They will work fine for cleaning up threads, but the chances of getting threads straight enough to be useful from scratch, are somewhat slim. Best to use a lathe to cut the threads.

Most industrial suppliers can order you one. It's generally not a stock item. I went online to look for a new one, and there was a tap and die place in Ottawa that had them listed. I paid about $50 for the last one (tap only) Brownells did have them listed, but when I was looking I couldn't find one.
