10/22 barrel set back

Guys is there any legal problems with taking a factory ruger 10/22 barrel and cutting of .200 " on the chamber end and recutting a new chamber. The shoulder would need to be set back the same distance. This would make the 18.5" barrel 18.3". There is a lot of guys using these reworked barrels in the States and claim good accuracy. I would like to try this seeing that I have a spare factory barrel kicking around.
 
Nope...not illegal Nitris, but that's A LOT of work for .200" that would IMO be neither here, nor there, in becoming a more "accurate" barrel?
 
setback

Factory barrels can be very accurate after a setback and recrown. This 1 year old rifle is all stock save for the rear bedding pin. shot at 50
