10/22 SBR in charger stock

If you had a short barrel 10/22 and put it in a charger stock would this be legal under the handgun ban? Could you register it as a restricted 10/22 due to OAL or would it become a handgun.
 
The receiver is the registered part, so if its a Charger receiver is always going to be a pistol no matter what length.
If it's a 10/22 receiver it can go in any stock and if overall length is longer than 26" it stays non restricted.

You could/can buy a Charger parts kit from irunguns. You get everything but the receiver and it is not sold as restricted as far as I know.
