10/22 sight question.

Took my new 10/22 Takedown to the range to try it out. I set up some gopher targets side by side and started plinking. The one on the left (which I was aiming at) came out completely unscathed while the one on the right is riddled with holes at about the same spot I was aiming at the left one.
Lo and behold I look at it and the rear sight in the dovetail on the barrel is flush on the left and sticking out about 1/8" on the right.
Am I correct in thinking if I drift it to the left it will bring my POI back to the left?
Also has anyone had an issue with the flashhider/muzzle brake (ya I know it's a 22 but it looks neat) just falling off? Have consider putting it on and marking the muzzle and making a small detent so it isn't just friction holding it on.
 
FB definitely shouldn't just be falling off
As for the sights it sounds like it may have got bumped during shipping and knocked out of place. Or ruger quality control is lacking
 
I had a heck of a time getting my FH off. Ended up buying a Torx bit for a couple of bucks to get it off (male T-60 bit fits perfectly in muzzle end of FH). I put a knurled thread protector on in it's place.

Blue Loctite will help with that loose hider.
