10/22 takedown barrel block mounting screws torque?

Does anyone know what's the correct torque for screws that secure barrel block to the 10/22 takedown barrel itself (parts 16 ("Mounting Screws, 2 Req'd") and 18 (Block) in the Ruger user manual)?

Got the new barrel and block from DLASK but no idea on what's the appropriate torque for these two screws to put them together. ("Finger tight plus 1/4 turn" seems to be the approach, but also anything between 10 to 30 "# being suggested... so, not sure...)

Also, mixed ideas on the interwebs, on whether to (blue) loctite these two or not.

Any suggestions and/or real life experiences? Many builders out there, how did you do it?

Using the little end of the Allan wrench and your fingers as tight as you can will work just fine... bit by bit on each screw.
