No it is not. It is our "normal" silica sand, which is the same thing as glass fill.

The bags usually come with an opening tucked into a pocket, which the enterprising owner who doesn't like the fill can open and dump out and grab a funnel and refill. The glass bead media that Princess Auto sells for sandblasting has been recommended.
