You mean the U.S. export limit? It has nothing to do with importing. Comes from the U.S. Federal government. Limits the value of parts, etc, in USD, that can be exported without the seller having to get the U.S. export permit(that requires a Canadian import permit to get. The only thing you'll ever get for free from the idiots in Ottawa.). Parts for some firearms require the export permit no matter what the value. Mostly military stuff. Not all of which are modern battle rifles.
You cannot apply for the export permit. The U.S. seller applies for it(after you send him the Cdn. import permit. The web site says to allow 3 weeks.) and, if it's a business, he/they require an expensive U.S. exporter's business licence. Takes several months for the permit to be issued. It's also why a lot of U.S. sellers won't ship to Canada.
There's a lot of confusion with the whole thing. Some U.S. retailers, like Gunparts, say it's $200US for Canada. Up to a few months ago Gunparts said it was $500US.
