Three big questions...

What is your budget?
What is your budget?
What is your budget?

The cheapest main stream 1000y rifle is a savage TR10 with a vortex pst 4-16x comes in at around $1500 give or take.

You can also spend 10k and get something that will be easier to hit steel at 1000y and get groups to write home about.

Give atleast some ball parks and lost of exp on here to chime in and direct your funds in a more focused route.

Personally my next 1000y rifle will be the Springfield Carbon fiber Waypoint and most likely a budget friendly Vortex Gen 2 5-25x

I have a 3-4k budget scope incl. I know you get what you pay for?
looking at tikka t3x a1 tac with a vortex viper scope hst 4x18-44 or Bergara BMP 6.5 Creedmoor with vortex razor gen 2 4.5x27x56

Cadex rifle - might be over your budget because of scope..but you can look into $3600-$3900. ( new $4200 + depending of model ) Sometime they show up in the EE.

Caliber - from 6.5 to .338 - bigger pill buck to wind better. A 300 win mag is never a bad choice.
Bigger you go - more it cost to shoot, and to be good at it - you need practice.

The DCRA shooters hit the bull with .308s shooting 155gr Sierra bullets. Off their elbows with iron sights.

Like every kind of competition, how much money do you want to spend? And, how much practice can you get?

The rifle you have in mind (T3x tact A1) is a good option but given your price cap, it gives you less money for a scope and this is a very important part of the build. Take a look at the T3x UPR. You retain the cheek riser, detachable mag and 20moa rail on top. It will leave you with about $2000 for a scope, bipod, scope rings and sandbag for the rear of the stock. Also think for a range finder.

I personnally use a US optics BFX-10 and it works well on full size IPSC targets. I don't know if it helps.

If you want to do well, double or even triple your budget. Not just rifle and scope, but a lot of accessories will cost you money.

You also need to reload to eleminate the ammo factor and to be in control of your impacr point. The better you want to be, the more money it will cost you.

A wide variety of calibers have been successfully used for shooting accurately to 1000. .223 up.
A scope with clear optics and reliable repeatable adjustments is needed. Parallax adjustment is worthwhile. Even something like a vintage Weaver T-16 would be acceptable.
An accurate rifle is essential, and needs to be one that will shoot the bullets that perform at long range. A good used rifle can be a better buy than a new economy piece.
The cost of match grade ammunition will bring tears to your eyes if you do much shooting. The performance is there, but so is the cost. If you are going to do a lot of shooting, you'll need to handload, unless you are suffering from lower back pain because of the thickness of your wallet. Cheapest match grade ammunition I ever purchased was Hornady 155gr .308 Match at the DCRA matches @$30 a box. Buck and a half a shot. Can't get it for that now.
You will need the various accessories, of course. Once again, good used equipment can be cost effective. I was just viewing the promotion for the latest version of the Ckye pod bipod. Impressive and perhaps several times the cost of a bipod that would work just fine for someone starting out.

Jason, I doubt you can find a modern factory CF rifle that is not capable of putting a bullet to 1000yds. Most anything can.. so you should refine the question a bit more

What type of accuracy are you looking?

What type of ballistics are you after?

Do you reload or do you want factory ammo options?

the Tikka is a plenty capable rifle in any common cartridge. 6.5 creedmoor is likely the easiest these days

For optics, lots and lots of optics are plenty capable of making this happen. I prefer to spend more here vs the rifle as I enjoy good glass and reliable tracking

Personally, I feel quality barrels, reloading and good optics are key to fantastic LR results. If you want to chat further, send an email.

You don't need to spend alot... or you can spend alot. Entirely up to you and your tastes

Something similar would fit in your budget....

Probably gonna get flamed but when I think of a 1000 yard rifle , for some reason I always think of Swiss k31 first . I always see guys shooting ultra long range with iron sights , mind boggling
