What do you mean by NO finish on the stock? At the very least you would figure the stock would have cosmoline on it or it would have rotted years ago if the barrel has rust on it. Was it hardwood or laminate? Without pics it is hard to say anything. But with milsurp anything is possible I guess...

Recent batch of Russian have some with heavily sanded stocks.... Probably just one of those.

Sometimes during refurb, new hardwood stocks were added without the standard deep red shellac. Owned a few of those. Or it could be one of the later low quality ones that's been sanded and stored improperly.

Just heavy sanded, still some finish remaining in the finger grooves.

Now I can see it yes it is just a sanded amber finished refurb. Lots of these around.
