12 ga flares question ?

They are ammunition, they are legal to discharge where discharging a firearm is legal. They are not loud.

I think that you should discharge them as noted - in case of distress.

Usually flares are not considered ammo but as pyrotechnics (I might be wrong). But if abused or used for an illegal act I’m sure that they can call them whatever they want.

I have shot them in my 12 gu cylinder bore shotgun. Not loud. They work as intended.

But there was a post on here about the flare getting stuck in the choke of a choked gun and it was so hot it melted the steel.

...Have shot them out of my 870 with Dlask 14" barrel with no ill effects to the gun. They were quiet but I can't say I was impressed. They didn't seem to go very high or burn very long. Would do it again for "####s n gigs" though.

...BTW these were fired from my boat out on the middle of the lake in the summer, and my barrel is an IC.
