Margo sells lots of less lethal shotgun ammo that is useful for use on bears. In the case of cracker shells just don't get the range wrong, here's a cracker shell going to the wrong side of the bear, guess which way he went! When in doubt put them up high in the air.

Rubber slugs can produce more than a pinch if you're too close.
