How windy was it? You have some horizontal stringing as well. Try the box or ladder method for grouping. It is supposed to average some of the variables.
What kind of rifle? New to you? New bullet to the rifle? Scope? Sound rest, consistent hold and trigger control? Action screw torque? Scope mounts and rings tight and straight?

No wind at all i was at the range in clearwater and its in the woods...lol. its a Savage 16fcss and i got it about a month ago brand new i have talley lightweight rings and a burris fullfield 2 scope! as for anything else i dont Know!

Make sure the forearm is resting on the sand bag in the same spot for each spot, it is easy to move back a little on each shot and the forearm on the synthetic savage stocks is less rigid out at the end.

If that doesn't make a difference let the barrel cool between each shot and see if that makes any difference.

Good luck, sure it must be something simple.

Your rifle is screaming out to be properly bedded! End of the story.

PS. It should five or ten shot groups without the point of impact changing.
