"Full choke" in a 16 gauge could be anywhere from 0.032 inches of constriction to 0.047 inches, essentially the same as for a 12 gauge. In order to measure it properly you must know the bore diameter about 9 inches back from the muzzle as well as the muzzle diameter. Not all barrels will be the same diameter. While the nominal bore diameter of the 16 gauge is 0.663 inches, examples can be found with as little as 0.655 inches up to 0.680 or so. Patterning on paper is the only way to know what the effective choke of a barrel is. If you suspect that the choke has been reamed, then patterning is the first thing you should do.
