A 16" 50 cal reads like the size of a naval gun. The convention is read as 16" calibre and the barrel is fifty times the calibre in length, or 66' long. That would meet l the feds' minimum dimensions!

I am still trying to figure out how that thing qualifies as a target or precision rifle. As shown, it;s not even as accurate as a typical hunting rifle.
