16 inch SKS D type

Other than the obvious reason that they are restricted due to barrel length, the model you are refering to isn't a factory option. It's likely one of the Norinco's converted by Navy Arms in the US.

I've never seen one in Canada, so it's possible you've got a one of a kind for the area.
 
I think he's talking about a paratrooper SKS-M with 16.5" barrel

The Chinese SKS‑M is the “post-ban” version, typically with a shortened ‘Paratrooper’ barrel and without a bayonet lug. The SKS‑M was equipped with either a thumbhole style stock or a fancy Monte Carlo style stock. These will usually have either “SKS Sporter”, “SKS M”, or “MC 5D” stamped on the side of the receiver.

Most of the short-barrel SKS rifles were made in the US by reworking existing guns (Namve Arms, as mentioned above), but Norinco apparently made some as well. If my memory is correct, Norinco reps came to the US to be trained on the conversion process, so they could do it themsleves. I think the import ban was imposed shortly afterwards, so there are probably not very many of the Chinese-made conversions around, but I may be wrong there. I had some notes on this somewhere...
 
Mine is a Norinco, Made in China markings, but there are markings "Labanu Inc" from NY (the US importer maybe, or modifier). It originally came with a thumb-hole type stock (which I hated) and was marketed as an "SKS Sporter" with these markings as well on the reciever. Barrel is 16.5"

It has a smaller gas system compared to 20" barrel and the center of gravity is better suited for the smaller size, more towards the mag. I enjoy shooting it, its a handy little gun, but like cz52 said, restricted really limits where the fun could be had.
