I'm looking for the above and I see them here and there on American sites. I'm fully aware of the implications and intricacies of how this will effect the system (no dwell time etc).
I'm going to use an adjustable block (if I even need it depending on the gas port size), a titanium BCG and a taccom 1.2oz buffer. This should lighten the load for the soft gas.

Looking for match quality (Stainless, Carbon fiber, whatever else) as accuracy is important to me.

I'm not too sure there's a question here, but I have a 16" intermediate gas barrel of high quality in the EE. 16" rifle gas is pretty rare, especially in Canada.

I’m sure ATRS will build you whatever you want. As would a lot of gunsmiths. Likely no off the shelf option.

my question is if there is anywhere in Canada to order such a barrel. I already have a midlength 16 SS barrel.

Call the guys at Tier One, if they don't have one in stock they should be able to order one for you.

You should mark your sig line to show you're quoting the pink dummy instead of making it sound like your personal opinion. Just a thought.

I did find a couple barrels worth looking at.

Criterion: 223 Wylde 1/8 twist, 4150 chrome moly and parkerized.
Basically a milspec barrel for 270$ US + import fees.

Dynamic Defense: 223 Wylde 1/8 twist, 41v50 melonite 400$ US + import fees
Seems like this could be a decent choice compared to 416 stainless. Also they make a 12" barrel same specs with midlength gas.
