165 grain GMX 300 Weatherby ammo

Hopefully this hasn't been asked to much

Does anyone know why the Hornady 165 grain GMX 300 Weatherby ammo is 200 feet per second slower then Weatherby factory ammo? Also I have seen other 300 Weatherby 165 grain faster then the hornady.

What I have heard is Weatherby loads to a higher pressure then North American standards or Saami... putting it simply?
