17HMR / 22WMR Rate of Twist

While doing some research on these two calibers I note that the 17HMR is 1:9 and the 22WMR is 1:16.

Would someone be so kind as to explain to me why there is such a difference in the rate of twist. I thought the length of the bullet dictated the twist. The difference, however, suggests some other physical characteristic is dictating twist. What is it?

There is a formula used to figure out the twist rate required to stablize a bullet.3 values are used the calibre,the length of the bullet(actual projectile) and the velocity.google Greenhill formula.
