18.1 inch barrel

It's from bolt face to end of continuous material. Counterbored rifles are not shorter than non-counterbored rifles.

Well that is not entirely true either, an ACR barrel has an extension that has the chamber, the extension and the barrel are not continuous, they are 18.5 inches total in length total making it NR
 
Barrel length measurement in Canada is from the contiguous muzzle to the bolt/ breech face, or in the case of a revolver, the cylinder face.

It technically has nothing to do with rifling length.
 
The ACR barrel has a chamber which is a separate piece?

well it has a barrel extension with a retention pin no? sure does look like a barrel extension, unless I'm messed up in my head

Lots of designs have barrel extensions at the breech, where the locking lugs engage.
For legal purposes, barrel length is measured from breechface to muzzle, not counting any added extensions at the muzzle end. About the only exception is when an extension has been added, and the bore has been sleeved, end to end.
 
Check out a Remington carbine auto loader and barrel is exactly 18 in measured closed bolt face to end of muzzle!
