Is the gun still non-restricted if I put the extension but put back the 2 round plug to limit the capacity to 4+1 ,
 
class wont change, but the magazine must be permanently modified (i.e. welding, riveting etc.) your extension will become a prohibited device. Maybe epoxy a dowel of some sort in the bottom to limit capacity to 5. So long as its permanent or not easily removed then your good to go
 
Oh, and for the record, max MAGAZINE capacity is 5 for semi autos. That means you can have 6 in total. 5 in the mag, one in the pipe. If the 930 has a 4 round tube, go ahead, get the extension, pin it so you can only load 5 in the mag, and have fun. And if you can ghost the 930, it's all the better. :)

And don't forget that the max capacity is with the type of cartridge or shell it is designed for. If it is a 3" chamber, that means 5 x 3" shells, which translates to 6 rounds of 2.75". With one in the chamber and a ghost load you get an 8 round semi.

We do offer 930 +1 and +2 mag tubes.
The +2 was made for the US market.
Their is an interpretation that if the gun is made for 3 inch shells then the capacity is 5+1 of3 inch shells.
This comes from the same RCMP interprtation. Re 12rd 9mm in an unmodified 40 cal mag.
Myself I would block the +2 or just use. +1
