.22-250 feeding issues with new stock

Around Christmas time I bought a Model 700 SPS varmint in .22-250 from BassPro. I planned on replacing the stock at some point in the very near future and before I had even fired a single round, a friend at work told me about his neighbor who had a brand new takeoff 5R stock. Made an offer, done deal. I replaced the stock and after much searching for an answer I torqued the action bolts with my fancy new Wheeler Fat Wrench to 65 in/lbs. I will state right now I have pretty much no experience with gunsmithing, however I am a mechanic by trade and understand making sure something is seated properly and torqueing procedures so I'm confident nothing is bound up. Now for the problem. When I load the mag up and try and load a round with the bolt, it binds, stovepipes is the term I have heard used. Every time. I have to single load and when I try to eject the empty case, it pops off the ejector weakly and just sits on top of the mag. I have dropped the hinged floor plate down, wiggled it around and put it back in and it seems to fit perfect. Because I never fired a round with the original stock installed I don't know if it is because of the new stock or not, obviously I could put the old stock on and try it, but I'm just wondering if any one has had this problem before. I am not opposed to putting in an after market bottom metal and I would like to in the future, but the funds aren't there right now. Thanks for the help!
 
Imho, you should pull the new stock off and reassemble with the old stock. If the rifle still doesn't function properly, return it to Bass Pro to exchange it for a rifle that works.

A stove pipe is the case getting caught by the closing bolt on its way out. Rarely seen in a bolt action. More of a semi-auto thing.
Sounds like the mag follower is binding on the sides of the mag well. Off the extractor weakly is a spring issue. Mostly likely a bit of crud in the bolt. Clean it first.
Any of these issues crop up when you were playing with it in the original stock? Don't lie, you did too. snicker.
65 in/lbs. is too much if the stock isn't pillar bedded. With factory bottom metal stick with around 45-50 in/lbs. 45 in/lbs. is factory.
 
Take it apart, make the magazine box as wide as you can when you assemble it... make sure it is seated correctly in the action... try it again...
 
I'd say you have to get the original stock on and see if the problems persist.

That'll at least tell you if it's the stock or the gun.
