.22 short banned in some counties?

Ok, I didn't want to totally hijack this thread http://www.canadiangunnutz.com/forum/showthread.php/971889-Might-buy-a-Henry-Survival-Rifle. There were some posts saying that some countries have banned .22 shorts. Can anyone tell me what possible reason a government would have, logical or not, to outlaw shorts?
 
Unless things have changed in the last couple of years, all rimfires are illegal in Botswana. Not only that, but I believe that reloading is also not allowed.
 
In some countries the one and only excuse you can have to own a gun is you're trying to go to the Olympics. Personally I don't pay much attention to that style but iirc they dropped the 22 short rapid fire event a while back so that might be a reason for some places.

It's anemic performance could be another. In that it's kinda useless for hunting, and that being the only type of guns they tolerate, then it would be on the ban list.
 
It's not useless...great for rats and beer cans without upsetting the neighbors! (I'm on a farm though)
