The federal ones large hunks of plastic, I assume for safety reasons.

By extension, how difficult is it to replace the primer compound on spent primers? Is it worth trying to reuse primers? seems like a bit of a lead hazard.

I use the large oversized Federal ones upside down and put primers loosely in them.
Then label them in 0.02gn increments, they're my sorted primer trays!
 
I read somewhere that in the USA someone came out with some sort of kit that allows spent primers to be reloaded again
Not sure how it works or anything but seems interesting
Best bet is to make sure you have lots on hand in case there is a shortage
