.223 with 21 inch or less barrel??

remington 700 sps tactical with 20" heavy barrel for $650-750ish, and pick up a decent hs precision stock in the EE for 2-300 and you basically have an LTR:)
 
Or just buy anything you happen to like and have the barrel cut and re-crowned if it's not already under 21". For the kind of money you're looking to spend, there's a lot of decent choices.

I'd like to try a Tikka T3 Varmint at some point. They make a .223 version with a 1:8 twist that sounds interesting. A number of guys have T3's and claim to like them.

The SPS Tactical and Savage Precision Carbine are other rifles worth considering. I'd recommend a LTR but they're over your budget. The SPS Tactical is the most "bang for the buck" for your criteria.
 
Savage Precision Carbine gets my vote. Mine in 308 is sub 1/2 moa with factory ammo and the best group was .238moa at 100yards. Dont need to change a thing on it and just put some quality glass on top.

Nice looking gun Cummins....Precision is gained by practice and confidence in your gun. I shoot a Mossberg 144lsb( $200 dollar gun)and scored very highly with some of the Anchutz etc rifles that I have competed against. No high dollars necessary to "gain precision" for your own satisfaction. I have seen some pretty rough examples of rifles shoot exceptional as well as some weird (to me) rifle conformations. main thing is to enjoy what you have, and paper is not the only way to enjoy.

Some might consider the above rifle a "precision rifle" but I'm willing to bet they'd be in the minority. For what the OP is looking to spend, I wouldn't say we're talking about large sums of money here.
