So I'm looking to see what us out there something that's good in a 22cal that will not brake the bank
 
Still some older CZ 455s out there for reasonable prices, 457s a bit higher. CZ autos also avail near those prices. Lower price range the Sav B22s are good, or the MKIIs. Even the Sav-64s are good for low priced rifles. I advise against the Sav A22 just because of the heavy trigger that's not very adjustable below ca 3-4#s - OK for beer cans but the pull interferes with tighter accuracy. Alot depends on what your intended use is.
 
I have a BRNO # 4. Very accurate rifle by my standards. They are around. Not sure what they sell for these days. It is a heavy rifle. My 11 year old grandson shoots it very well off the bench. He calls it his 22 sniper rifle. Someday it will probably be his.
 
I suppose this depends on what breaks the bank.

I have been very seriously looking into this sport and from what I can see, the best "bang for the buck" when talking new, off the shelf rifles, would be the CZ 457. They can be had for under $1000 for the bare rifle and do very well out of box. There are also a number of accessories that can be added to make them more competitive when compared to the higher end trainer rifles like the Begara's or Vudoo's.

If you are very serious about the sport then you often find that many spend a lot more on the optic than the rifle itself (as can be said for centerfire setups as well).
 
There's all sort of price points, so give us an idea of your budget so we can recommend the best rifles that fit within that budget.
 
I've shot a couple matches now with my custom stock Norinco NS522, and it seems pretty good for the job. I've shot a loaner Ruger precision with the same scope I've got on my Norinco now, as well as a loaner Vudoo in a fancy chassis, and prefer my cheap Norinco to either of them. Jerry at Mystic Precision seems to be a big believer in the little brother to my rifle, the Scorpio EM332. It's currently available new for under $200, and I just got one for my son. Have to spend a couple hours smoothing out some rough edges, do a trigger job, etc, but it feels like a totally different rifle after that. More money on the scope than the rifle is true, I spent as much or more on just the rings as I did on my rifle.

4 to 500 range in price

Is this for trying to set records for target shooting? Or mixed use and small game hunting? I see this is posted as "Practical Precision shooting", so I am sure its not for a light weight hunting rifle.
