I was thinking of using a piece of rebar as part of a frame for a target, just so I can easily stick it in the ground. I was wondering if this would be a bad idea for potential ricochets??

I wouldn't think so, but it all depends how close you are. The bullet I would think would tear up pretty good upon hitting the rebar, if your any further than 20 yards away, I think the risk of injury is acceptably low.
 
Watch the angle on steel plates and things like that as they can throw bullets back quite easily sometimes.

A few chunks of angle iron for target mounts should present very little hazard.
 
So you would be looking at the center of the angle iron? So if the round did hit, it would glance off to the side?
 
I would go ahead and build your rebar project. Given the safety precautions already incorporated during range approval, range rules, and personal PPE, the risk of any danger from ricochet is smaller than tiny.

If you want, though this is not necessary, you can make a simple shroud to place over top of your target. (Such a shroud could be made, easily, from three pieces of board or folded sheet metal, and would restrict the deflection of projectiles even further.)
 
We shoot 22lr at steel targets at a range all the time from around 15 meters. Occasionally they do come back. feels like a junebug bumped you. wear glasses though.
 
K, so if I made the frame out of wood and rig something up that attached it too a piece of rebar that I hammered into the ground, I should be good then.
