There was another thread about this very thing a few months ago. I want to say someone said they are made in two different locations, hence the difference in packaging. It would be worth trying to search for that thread.
The quote below is from Rimfire central in 2008 that may confirm a difference but alot could change In that many years though.
CCI SV doesn't group too well in my MTR, groups good in my buddies RPR, I would have been better off spending the money on mini mags for the 10/22's for gophers.
"All the recent talk about inexpensive standard velocity ammo got me to thinking about the differences between CCI Standard Velocity #0032 (100 round plastic boxes) and #0035 (50 round cardboard boxes). I've searched the archives here and read a number of different stories, but none of the info was particularly consistent, so I decided to email CCI with the question and I actually got a quick response.
Specifically, I asked about the product that is available in the shops now (i.e., I wasn't asking for a history lesson, so this might not have been the case a year ago). I was told that when 0032 and 0035 are both made at the CCI facility in Idaho, they are identical. However, occasionally 0035 is made by Federal at their Minnesota plant using Federal components, resulting in a slightly higher velocity.
So how can you distinguish Federal 0035 from CCI 0035? The headstamp is C on both versions. The only way to be sure is to check the lot number. CCI lot numbers begin with a letter, e.g. "B24P16". Federal lot numbers begin with a number, e.g. "2BV593". This jibes with my fairly small sample of CCI and Federal ammo.
Anyway, that's the current story from CCI for current product. It makes sense to me, but I have no way to really check it out. If somebody has some 0035 that doesn't look or shoot like 0032, they might check the lot number to confirm its origin. I'd be interested to hear the results"
