.22LR conversion kit or dedicated .22LR AR?

I've had my PAL for over 2 years now and I've got the urge to finally use it to join a club. Got it for work related reasons at the time.

My question is, being the club I'm interested in joining has a wait list and the only viable option is an indoor club.

That being said, since I don't foresee myself shooting outdoors any time soon with a .223 AR, would it make sense to get an AR platform with a .22LR upper or just using a conversion kit would be better with the option to shoot .223 later.

Maintenance is the main issue here as I am reading stuff about capping off a few rounds of .223 to clear out the barrel after shooting X rounds of .22
 
You would need to buy a full on AR first..then fork over another 300+ bucks for the sub cal kits. A waiting list? You have to be from Ontario. I wouldn't waste money on the kit or AR if you don't have a .22 you can use in the bush. The dedicated AR is a spare upper so, add another 700+ bucks. There is a .22colt being offered by some of the dealers here in the future. The end piece is the same shape as a .223 round that goes in the chamber.
