If you’re asking about ammunition. CCI SV is always a good choice and I’ve had good luck with federal automatch. Which goes on cheap once in a while. I’ve had very hit and miss luck with the Winchester cheap stuff and Remington Thunderbolt. Some or the Norma stuff can provide good accuracy and good price while on sale.
If you’re asking about firearms most of the budget ones are good. If you’re after plinking a 10/22 platform is always a good choice. Savage has pretty good semi autos and bolt actions on the budget friendly side. Really it depends what you’re after and plan to do with it.
So before we can provide more info we need to know what you’re after. Ammunition or a firearm and if you want to plink, hunt or shoot PRs?

I'd go with a Savage B-22 Or Mk2 - the MK is cheaper but 'feels it'. Even the Sav-64 semi is reliable and consistent, just Not as accurate. All near/under $400 b4 tax - 64 is ca $150, MK2 ca $250, B-22 ca $420 (Al Flaherty). I've read the MK2 is very accurate, but I prefer my B-22 for ergo and rotary mag. Bolts are inherently more accurate than semis, until you spend big bucks.
I also have a CZ 455 and a 457 VMTR, but they're not really 'budget friendly' IMO. Definitely a couple steps above the others I noted.

22lr is budget friendly so I’d remove that word from your post. If you want it quiet CCI segmented 710 fps. If not just use the regular CCI segmented. You have to shoot if to see if your gun like it. If you can’t afford 22lr just buy an air rifle.

I think the "budget friendly" bit is about the rifle, not the ammo. However, my Sav-64 does really well with SK-Rifle Match @ 15/box - - that's Not Budget Friendly so I don't use that in the semi-64 or Marlin 60 (which also likes the SKs). Federal SV 40g RNL does fine and cycles both of those semis, as does CCI-SV.

SK Standard + is exactly same ammo as Rifle Match and Magazine.
Factory runs lot tests and sorts into the 3 grades, Std+ is often very same as RM (as per lot tests) as they need to fill orders for it. Also, SK is Lapua's factory in Germany. Interestingly, SK Std+ works well in variety of rifle makes and models and less than half price of comparable Eley ammo.

I don't like all of the stamped metal parts, crude finishing, or the triggers, even after a cheap trigger job. And their higher priced models are similar priced , compared to CZ, or Tikka.
The trigger is a personal preference based on the shooter, I would suggest he decides for himself.
tikka stock are mediocre, the action is good tho
