he target was a 1/4″ hardened aluminum, diamond plate backed, with 2x4s. 9mm +P and .357Mag defensive ammunition shot through 4″ barrels left minimal impression on the plate. 22LR let just a tiny splatter. From the carbine barrel, 22WMR ball blew through the metal and the wood behind it. We tried CCI hollow point load with the same result.

Hmm, comparing 9mm through 4" barrel with 22WMR through carbine barrel.. Why not to add throwing rocks to that... Seriously, there are many 9mm carbines out there and they were comparing with pistol. I see from the article it was done on purpose of promoting certain carbines.
 
Speed and sectional density is what allows penetration (when you are not using tungsten cores or some####).
I shot some mild 5/8" steel a while back and every rifle round blew through it we tried.... 6.5x55, .308, 30'06, 7.62x54 with just regular lead core.
What wouldn't go through was 7.62x39....cz ammo, mild steel jacket and core, just made a dent.
5.56 SS109 poked through fine as well.
