.243 from .308?

You can, but perhaps not without some trouble. However, you can make it very easily by first running in through a 260 or 7mm-08 die, and then your 243 die.

You may have to turn the necks to get a loaded round to chamber as they will be much thicker after necking down.

Yes, I've done it many times. I used cheap (free) IVI 7.62Nato brass untill I could get a good supply of commercial .243 brass. Never had a problem. You may have to watch neck thickness in tight chambers though. If that's the case, inside or outside neck reaming may be required. Other than that, go ahead and don't worry about it.
