shouldn't be an issue, though many will build the 6.5-284 on a long action so that you can seat the bullets out further than you can in a short action. depending on your smith this could be a $200ish job, whether or not he has the reamer already, then it could be more if he doesn't
Yes it is completely doable but not recommended on a short action. The short 700 can be lengthened to accommodate it but it is a lot of work, much nicer on a long action unless you never intend to shoot bullets heavier than 140s and have a short throat cut.
