Not a Smith but maybe a variant, I think Savage, Stevens & Fox used a rotary locking system and these barrels reminds of that type. The top lever spins a cylinder with a tooth that enganges the notch in the rib extension for lockup. Somebody more knowledgeable may disagree, as this is strictly supposition on my part. It is a Savage/Stevens series double. Often called Stevens 5100 Stevens 311. Common in 12 ga. Good old guns.

I've got an old Stevens 311H in .410 and that set up sure looks familiar.
Of course only in the 12 gauge set.
