That's the receiver for a Winchester model 77, .22LR semi-auto. The rod at the front is what the forward-mounted charging handle and spring slides on. The two divits on the rear, right side of the receiver are what the safety clicks into. I certainly hope he doesn't mind me saying, but CGN member shelby78 would probably be a good person to talk to about it.
