I think they pay something in the order of 65 cents for 5.56.

3 million shotshell rounds is a nice purchase, but not very much ammo to a maker. maybe a car load or two.

When I worked at CIL we cranked out over a million rounds a day.

Perhaps you mean the Hague Convention? Unless you feel shot shells are entitled to fair treatment as prisoners of war?

The Canadian Forces, and our allies, use shotguns for: breaching, room clearing, crowd control, as self-defence arms, to train air defence gunners and even for sport.

Good observation... It should also be noted that the definitions of "war" "armed conflict", "military use". are subject to interpretation.
