3.5" group, pay for what u get ?

Switch to better ammo, for a start. Try 168 AMax over a dose of Varget and see what you get. Sorry I can't remember the load I use now - no manual in front of me either.
 
Dude - First time out with the rifle, and you're shooting at max published load? Suggest you review your reloading procedures...
This rifle is a made-up sporter that you bought used. There is a good chance that something is sub-optimal, like the bedding, or the scope/mounts. You may waste a lot of ammo trying to get it to shoot. If you know someone that has knowledge regarding bedding etc, let them have a look at it.
I'm sure the rifle could be got to shoot to smaller groups, but how much time and money do you want to spend on this effort?

I decided to get an old 6.5x55 rifle to play with, an old sporter where it wouldn't matter if I got a little bubba on it.
The gun is probably older than all of us and all the numbers match, out of the box I started with about 8" groups. With a few different loads that went to 5".
Knowing this was way out of touch I turned my attension to the rifle, well the crown was shot and the stock needed bedding.
I tried recrowning the barrel myself, popped on a synthetic stock and bedded it myself plus added a Bold trigger for kicks. The money I spent working on it was less than the ammo I expended out of it.
I must admit I also started reloading for it at that time and now have two loads that group under an inch at 100yds with hunting bullets.
I also found with reloading that starting at the minimum suggested load and working up is a great idea, in my experiences the heavier loads are not the most accurate.
Do note I would never consider myself a precision shooter, others here are.

Im messing around with this one to see what i can get it to do. far from about to spend alot of $ on it. Im not pro but I shoot enough guns to know a 3.5" group is not all due to my self as the shooter. This as well will never be my target rifle.

Regardless im just having fun toying with the rifle. Some good tips and what not for accuracy with a rifle has gotten posted here.
 
1:14 will shoot up to 180 gr bullets just fine.

Try some 155 or 168 or 175 match bullets. Start lower and work up to find what ther ifle likes. If it is an ex target rifle, it should get 1" groups with a decent scope.
