3-gun rifle questions?

I have been doing ipsc for a little less than a year, looking at getting into 3-gun. I have been looking for rules online but I can't seem to get anything definite. I have a stag arms 2L and I am thinking of getting some kind of optics. there is a lot of info in CGN on that, but I just heard today that putting a scope on your rifle puts you in the Open class?
I started to post a litany of questions when I realized that I could go on forever. Is there THE SITE for 3 gun which answers questions such as rules and best practices?

go to www.ipsc.org click on the rules link on the left side. There you will find the rules books for handgun, shotgun and rifle.

DOH!
I see now. I thought there was a rulebook for 3-gun. I never connected the dots to see that the three different disciplines make up the 3-gun rules.
