What do you mean cleared? Can prohib licensed people still sell prohib rifles to each other?
In short - yes. But!

This is for grandfathered prohibited firearms aka 12.2 to 12.5 only and only within the category. 12.2 to 12.2, 12.3 to 12.3 etc

Most recent oic prohibited firearms are not grandfathered so can only be sold to businesses with prohibited licenses.

When the swiss arms and vz 58 were just starting to get banned there was talk of them getting their own grandfathered category. That didn't happen.

And not all guns of a particular type fall in a grandfathered category. There are M14 in the 12.3 category which can be traded among 12.3 licensees, but they still can't trade M14 that were prohibited under the most recent OIC. Go figure.

All 12.3 converted auto sales have to go through the RCMP firearms lab so they can inspect the conversion work to ensure it meets whatever BS standard they want to enforce today. It takes TWO YEARS for the lab to look at a gun and say, "yep its been converted to SA fire only" :mad:

For that reason I refuse to buy any CA guns.

The other classes don't need to go through the lab because there is nothing for them to look at.
 
The only 12(3) firearm that I would consider purchasing is a converted-auto Smith & Wesson Model 76 Submachinegun or one of its clones. As far as I am concerned, nothing else is worth the 2 year wait for a "lab rat" to certify the conversion......
 
This time the rifles did not have to.go to the lab they stayed at the gun store we had to take detailed pics and do more welds as requested but t he last FnFal I registered did go to the lab for 5 years all it needed then was the safety sear ground down and welded in place everything else was done .so I asked him where can I get a job where I get paid for 5 years for 2 minutes work ...he was not pleased but I got the rifle
