3 rounds for migratory bird hunting

What year introduced the limit of 3 rounds for migratory bird hunting?

I ask because inherited a pump shotgun that sat in a canvas bag for what seems like decades but it did have a dowel in the mag. I'm trying to ballpark how recent it must have been used last. I assume the 1994 wasn't the the start of the rule. Its damn hard to find that info in an internet search.
 
I've told this one before, so I'll keep it short. An American hunter came to our detachment one evening during duck and goose season. He had an old pump 12 ga. and had been given a ticket by a conservation officer for having an over capacity magazine. It did have a plug in in it, but it had frayed and worn over the years enough to allow a third round in. I forget the exact details, but there was something about a Wildlife Federation dinner and him not being able to qualify for something because of the ticket. I called the trusty old JP over and he cancelled the ticket.

The guy had been using the shotgun for years and it was a family heirloom. He loaded two shell in the magazine and never thought to try to add another.

Moral of the story: Make sure the plug is in good shape.
