Any powder that works well in the 30-06 will work well in the 30-06 AI, and give 50-75 fps more MV at max loads.
IMR7828 is too slow to provide max velocity with a 180 gr bullet, but might be accurate in your gun. You would be using up to a full case (60.0+ grs) right up to a 220gr bullet. I have always gone to H4350 in the 30-06 - your mileage could vary.

Ditto to what's already been said; 7828 is too slow to produce typical 180 gr .30/06 velocities, but it might prove to be accurate in your rifle. As a rule of thumb, H-4831 is about as slow as is useful in the .30/06 and IMR 3031 is about as fast, with the exception of cast bullet loads. If you choose a slower propellant, you will not reach sufficient pressure to achieve your target velocity, and if the propellant is too fast, you will get excessive pressure before your target velocity is realized. The .30/06 is one of the easiest rounds to load for due to the broad range of powders that are suitable for it.
FWIW, 54 grs of 7828 will use about 99% of the case capacity in the .30/06 AI, and drive a 180 at about 2460 fps from a 24" barrel.

The old war surplus H4831 is a really good powder in the 30-06 for 200 and 220 grain bullets.
A healthy charge of H4831 will drive the 220 grain bullet faster than most any other powder, and I doubt if you can find another weight bullet that will be more accurate in your 30-06, than will the old fashioned round nose 220 and H4831.
A couple of caveats. The new H4831 appears to be a bit slower than the old war surplus.
Norma 205/MRP will do whatever the old H4831 will do, and do it in spades.

I have never tried IMR7828 in the 30-06 with any weight bullet, but what H4831 said is bang on.
I use MRP quite a bit, since I have a quantity laid in, and it delivers good accuracy and top velocities within safe pressure limits with all bullets up to 220 grains. Eagleye.

I used H4831 in my 30-06 AI for years, finally switched to RL22. Tried 7828, but is just a touch too slow. FWIW - dan
The accuracy wasn't very good with the 7828 loads. We also tried RL22 and IMR4350, and the latter gave us the best accuracy by far. Interestingly the fire-forming loads with 165gr Core-Lokts and IMR 4064 showed excellent accuracy too.
I was told to use IMR 4350 for 30/06 and I feel that its spot on, so I have'nt tried anything other because my results have been tremendous. If it aint broken don't fix it, is how I feel about. 4350 aint broke, so I will keep on happily using it.
