My friend called me up tonight, said he had over 100 rounds of military surplus 30-06 rounds that his Dad bought several years ago. He wants to fire these out of his Garand, but the only concern is that some of the bullet heads appear loose. Can these just be recrimped with the proper tool, or should one just dispose of them alltogether? Thanks very much,

Depending on how old they are and how they've been stored, they might not fire or they might give you a hang fire(you pull the trigger and nothing happens for several seconds or minutes).
Get a kinetic bullet puller(the hammer type), pull 'em and reuse the bullets and cases(if they're boxer primed, the primer pockets will require de-crimping). Pitch the powder.
 
I would not fire them in a semi auto thats for sure(bullet may setback)... pluss they are probably corrosive... I would say reduce them into components, resize/unprime. And load them with new primers. And if they are not reloadable I would get rid of them.
