How can this place sell unpinned 30 rd mags? Feels like a scam or entrapment.

Its a cop shop (as in they probably deal almost exclusively with mil/leo/foreign orders)

Its likely you would either get pinned mags or they would ask for a requisition form.

That makes sense, however, I'm not seeing any type of verification steps in the checkout process. Doesn't mean it isn't something they request via email once orders are placed though.
