I think Ted nailed it. A custom barrel would be the best solution in my opinion.
Gaillard and Smith are both top Canadian barrel makers. A P-14 action would already have the correct head size and the #### on closing feature is an advantage not a disadvantage. I would look for a long action Brno myself, as it would require less expensive finishing.
Look for a stock from a maker whose products grab your attention. I have a fondness for McMillan, but they are expensive, and there are Canadian stock makers who make equally good products.
Search out a good gunsmith to assemble all the pieces and cut the chamber. I expect your cost would be in the neighbourhood of $1500-$2500, and you would end up with a one of a kind rifle that is truly your own.
