How would a custom turn out with this budget? or should I stick to production? this budget is for the rifle only.
Only decent production rifle I can find is Christensen BA Tac 6.5 cm 3800$, but I would prefer a heavier built rifle, also no chassis rifles I can't stand the look of them.

I would like to be able to shoot 1400+, as a long range target set up.

Preferred cartridge would be 284 win, but mite have to go with a 6.5cm or something more common if I go the production rout. No magnums.

Also trying to decide between Nightforce ATACR 5-25 f1 - IOR 4-28 - and Schmidt bender 5-25 pmii

I am not new to shooting but new to precision shooting, I want a buy once cry once scope, and a mid level rifle to practice with for a few years until I can decide if I want to go to a full custom LR rifle and have the scope to move on it.

Any thoughts would be great.

Doable, depends on what you want the build to look like. No chassis (hurray!) limits your options a bit. A McMillan stock, Stiller action, matchgrade barrel and trigger, once assembled, will run you 4k easily. If you pick up a used A5 stock and blueprinted 700 action, you could get closer to 3k.
 
I went through the same type of budget for a build, using a stiller action, greyboe stock (McMillan clone), timney trigger and benchmark barrel was going to be right at the $4,000 mark including the build cost. I personally would go full custom build over a factory rifle given the budget. I recently purchased the ATACR 5-25F1 and I'm quite happy with it, another one to consider would be kahles for the price. The s&b and kahles are both cheaper than the ATACR from what I was quoted and the reticles are really good in them. Hope that helps a little. A full custom can be done and will push the 4k depending on parts. But then you get exactly what you want. All the semi-custom rifles are a bit of a comprimise, good rifles but they may or may not be spec'd out exactly the way you want. If you are not in a rush watching the EE you may be able to save a few bucks on parts. Once in a while a good deal on a stock or barrel shows up. Occasionally an action.
 
If it was my money I would:

A) Look into the Cadex R7 Sheepdog

B) Buy a T3 Lite off the EE, buy a KRG X-ray chassis and a barrel of the length /profile / caliber of my choosing.
 
I have one that I have listed on EE right now that might be what you are looking for. It is a custom built .260 Remington that was built by Alberta Tactical Rifle Supply. It is in fact, still featured on their website as a build example. I am selling it because I only have access to a 300m range and this gun is capable of so much more than 300m.

A cadex sheepdog rifle with their new micro chassis stock sounds like something you could look at as well. It is around$4000 +/- depending on who you get it from.

If the deal is good pull it out of the chassis and sell it to someone that appreciates a chassis over a stock. The ai chassis is worth close to the same as a McMillan or more than the cadex so you'd come out ahead. I just picked up a rifle with the ai ax chassis and found that it's actually pretty comfortable and functions quite well. Each to their own though. All depends on the deal for me

Actually, I believe he said that he "can't stand the look of them". I think you are the one who said they are "fugly" when you injected your own opinion into the discussion.

Be that as it may, as @span09 stated, "If [he thinks] the deal is good [he can] pull it out of the chassis and sell it to someone that appreciates a chassis over a stock."

No harm in me pointing out to the OP that this was available. You are the only one who appears to have taken offense at it.
