IS this a rare 303 and why is there 2 date on it 1899 and 1910?

In it's present configuration it is not rare it is a sporterized Charger Loading Long Lee. The two dates are probably the year it was made as a long lee and the year that it was modified to Charger Loading.
It doesn't look to be horribly buggered with, the barrel looks to be the correct length and the volley sights are present.

Once upon a time it was a military rifle. If you take it back to being a military rifle, then yes it's a cool one.

As mentioned, it's not an SMLE. The Long Lee was the predecessor of the No. 1. The Long Lee was a Boer War era rifle.
Re-furbishing it to full military configuration will be an expensive, time consuming, proposition.
