 I have a 311 that I want to turn into a shooter. It's fairly accurate right now with no modifications except a trigger job. I've got a free floating handguard, flat top upper and a clamp on gas block for the job.
Big question is "Do I get a new barrel, bolt etc or reuse the Norc one's??"

You do realize everything is metric and so that handguard probably is imperial threads? Is the gas block for a thin barrel. Many are not. Save your good parts for a new build, IMO.

just build another upper with name brand parts. the but ugly lower will work with a good upper.

beside, how are you gonna make a good shooter using the quality A1 sights that come with it?

Best way to get that thing to shoot is to swap out the barrel, then replace the upper with a flat top unit. You then need to replace the bolt group with a quality unit and may as well swap out the charging handle while you are there. Seeing as it is on the hoist anyway get some good quality lower receiver parts and install them into a US made lower receiver that has a decent stock on it and slap it onto the new upper and your are good to go with the optic of your choice. Simple;)
