Mounted my 3200 10x40 in a new set of rings. Tightened them hand tight with the tool provided.

Tested out the target knobs and things went wrong. Turned knob for elevation and nothing moved. Turned knob for windage and the redicle drops on a 45 degree angle. It does this a few times.

I removed the scope and put it back on. I didn't tighten as tight this time. Now it seems to track properly.

Did I tighten the rings too much?

You should make sure your rings are perfectly aligned. If they're not they can deform the scope tube and cause problems like this, altho what you are describing is more extreme than I have heard of before.

If you are using Leupold type rings you need a set of points to confirm alignment (http://www.brownells.com/aspx/NS/Store/ProductDetail.aspx?p=833). Rings can also be lapped to perfect alignment (http://www.brownells.com/aspx/ns/store/ProductDetail.aspx?p=976&title=SCOPE+RING+ALIGNMENT+LAP). Scopes can also be epoxy bedded in rings. I would suggest the elevation screw has a funky thread or something on the thread, hanging the reticle up and then pulling awkwardly when you set the windage. The fix would be a replacement.
