I don't think that Black Talon bullets were ever sold as a reloading component, just as loaded ammo as far as I know. Probably your next best bet would be something like Speer 170 grain Gold Dot or Hornady 180 grain XTP hollowpoints.
Your best reloading options for hollow points are probably either the Speer Gold Dots or Hornady XTPs. I think Wholesale has some Remington HPs listed in their catalogue as well.
Such statements were clearly exaggeration and propaganda, but the public outcry was such that in order to avoid massive lawsuits and possible federal government action (including the possibility of an outright ban, similar to the effects of the Teflon-jacketed bullet fiasco) Winchester/Olin voluntarily pulled the Black Talon line from the civilian market in late 1994. They continued to sell it in their police and government lines, later modifying the design slightly and renaming it the Ranger Talon. The round has since been replaced by the slightly improved Ranger SXT round, and is still widely sold to, and used by, both police and civilians, as are many comparable hollow-point or jacketed-hollow-point bullets. The name change to SXT has been rumored to stand for "Same Exact Thing."
