You're about three Rule Books editions out of date Peter. There is no minimum calibre for Major in Revolver Standard Division. See Appendix D5 on page 52 of the current Rule Book.

so can 357mag meet major if so what loads would make it

The bullet weight x velocity (divided by 1000) must be greater than 170. ie: a 158 grain bullet would have to go at least 1076 feet per second to make major.
