Just as Ben said, I used #9 shot in mine. Took care of a lot of rattlesnakes when I lived down in southern Utah and eastern Nevada.

Only problem is that shot fired out of a rifled barrel flies in a spiral. Sends the shot all over with big holes in the pattern.

Use a paper shot cup and a felt wad over powder. It will keep the shot from engaging the rifling and spinning into a doughnut pattern. I make my shot cups from linen paper wet with 20:1 white glue rolled around a pin punch.
Personally, I'd recommend using a duplex load of a fast pistol powder 50:50 FFF real BP (NOT 777) and 2 times that VOLUME of shot. Seal the case with any old wax. Make sure you don't blow yourself up melting wax next to gunpowder or something stupid like that. That will give you a good load density and decent pattern for a cylinder bore. To close up the pattern, use less powder and/or more shot. Pressure is nothing to speak of. Wear ear protection though this there's a lot of flame and bang out the muzzle.
Home made method, use two ea. .35 cal gas checks, place one over powder charge cup facing up, fill case with shot, place second gas check inside mouth cup facing down and crimp.
I have made them using a pair of gas checks. A lightcrimp will hold the top one on. I have also used the Speer plastic wads. The altter are easier and hold more pellets because they stick out of the case. Important in a 38 spl.
As you add powder, the pattern gets blown. Try working up. I used steel soup cans for penetration testing. when a pellet goes through both sides, you have plenty of power. More than enough for a partridge.
